Eden Dock did not need to invent a new site. It needed to unpick two centuries of engineering that had made Canary Wharf’s central basin sit perfectly, permanently still, and persuade it to move again. Howells and HTA Design’s landscape at Middle Dock is a floating one, built from pontoons, aquatic shelves and forty-two trees, and its cleverest decision is entirely invisible: letting the water do something it was built never to do.


Canary Wharf has three docks, and for two centuries the whole point of them was that they did not behave like docks. The West India Docks, cut into the Isle of Dogs from 1800, were sealed wet docks: enclosed by lock gates specifically so that ships could load and unload cargo at a constant depth, whatever the tide was doing on the Thames outside. That was the engineering achievement. A tidal river became a still lake, on demand, for as long as London needed it to move sugar, rum and mahogany.

Eden Dock, which opened its central span on Middle Dock in October 2024, is the first project in more than two hundred years to reverse that logic on purpose. Designed by the architecture practice Howells with landscape architect HTA Design, structural and marine engineering by Arup, and ecological consultancy from Greengage Environmental, it turns 1.55 hectares of historic dock into a landscape of floating gardens, timber boardwalks and an aquatic shelf planted below the waterline. The client is Canary Wharf Group, working in partnership with the Eden Project.

It is easy to describe Eden Dock in the language its own name invites: an oasis, a green lung, nature reclaiming a concrete edge. All of that is true enough. What is more interesting is the specific decision that makes it work, and it has nothing to do with planting. It is what the design team did to the water itself.

What is actually there

Eden Dock occupies the 325-metre stretch of Middle Dock directly opposite the eastern entrance to Canary Wharf’s Jubilee line station, running between Bank Street and Mackenzie Walk. The basin itself is Grade I listed, part of the historic dock walls and quays that survive from the West India Docks. Howells and HTA Design have not touched that fabric. Instead they have built a second landscape on top of the water: a network of floating, interconnected pontoons and planted islands, supplied by the specialist floating-ecosystem manufacturer Biomatrix and set on a pontoon system from Clement, that together carry 770 square metres of native planting across the dock’s surface.

Timber does most of the physical work. Bleacher-style seating steps down toward the water in an amphitheatre arrangement facing the station entrance, screening tube ventilation infrastructure while giving the crossing its main gathering point. Boardwalks in timber, edged in metal parapet detailing, link the floating gardens to an education pontoon and a series of social and cultural terraces. A new north-south footbridge, engineered by Arup and completed in spring 2025, connects Bank Street to Mackenzie Walk along a spine of timber decking and an angled timber lean rail.

Below the waterline, the more unusual move is a cantilevered aquatic shelf, 1.5 metres wide, that runs along sections of the dock edge and carries saline-tolerant planting beneath the surface. It sits alongside submerged fish refuges, artificial reef structures and a marine monitoring station with underwater cameras, feeding a post-occupancy ecological study that Greengage has continued to run since opening. Forty-two new trees stand on the floating islands and along the dockside, drawn from a planting palette of seventy to eighty species chosen for resilience and habitat value rather than spectacle.

Howells, HTA Design, and the wider plan they are working from

Eden Dock is the opening move in a masterplan, not a standalone commission. Howells, led by founding director Glenn Howells with a project team including Jessie Low, Alex Fell, David Henderson, Jack Pritchard and George Briscoe, has been engaged by Canary Wharf Group on a wider strategy for the estate’s public realm, extending a “green-blue spine” of new landscape out from the existing Jubilee Park toward South Dock and Montgomery Square. Eden Dock is the first section built.

HTA Design LLP, the landscape architect, is a firm better known across London for large residential masterplans than for water-based public realm, which makes the brief a genuine departure for the practice. Its work at Eden Dock was led by James Lord, partner and landscape lead, who has described the project as “the first milestone in Canary Wharf’s ambitious plan to reconnect people with nature in the city.” Studio Fractal handled the lighting design, working out how a floating landscape reads after dark without disturbing the wildlife it now supports, and Quod provided environmental and planning advice through a scheme that required consent from the Canal and River Trust as well as the London Borough of Tower Hamlets.

The design brief was shaped by the site’s specific problems rather than by a mood board. Howells ran shadow studies across the surrounding office towers to work out where pontoons could sit in sunlight for most of the year, rather than in the permanent shade a forty-storey building throws across a dock basin. Tree and shrub planting was positioned partly to soften wind downdraught off the same towers, and partly to slow and hold rainwater before it reaches the estate’s drainage network. Every element of the landscape is doing at least two jobs.

The basin that was built to stay still

Here is the detail that does not make it into the launch photography. Middle Dock, like the rest of the historic West India Docks, is an impounded dock: a basin sealed from the tidal Thames by lock gates, built in the early 1800s for the sole purpose of holding a constant water level so that cargo ships could be loaded and unloaded regardless of the state of the tide outside. That was the entire engineering point of docks like this one. London’s Georgian dock builders spent enormous sums defeating the tide, because a river that rose and fell by several metres twice a day was useless for commercial shipping.

Eden Dock’s engineering, led by Arup, quietly puts a version of that movement back. The dock’s water level is now allowed to vary by around 30 centimetres on an ordinary day, and by as much as a metre during storms, when the basin is used as a working attenuation tank, absorbing surface water from the surrounding estate before it reaches the wider drainage system. The floating gardens are not simply sitting on the water; the pontoon system is designed to rise and fall with it, so the landscape keeps working whether the dock is at its usual level or several centimetres higher after heavy rain.

It is a neat inversion. The basin’s original job was to cancel out the tide. Its new job asks it to behave a little more like one, on a much smaller scale and for an entirely different reason: not to move cargo, but to manage water for a district that did not exist when the dock was cut. Nobody involved in the project has needed to make a great deal of this, because from the boardwalk it looks like nothing more than a well-planted dock. But it is the one part of Eden Dock that could not have been done with planting alone, and it is the part most worth knowing about.

Why Canary Wharf needed this, specifically

Canary Wharf was built from the 1980s as a single-use financial district, planned around car access and vertical office towers rather than street life. That worked for as long as the estate’s population arrived on weekday mornings and left every evening. It works less well for a district that now includes Wood Wharf, a substantial new residential neighbourhood on the estate’s eastern edge, and that wants people to stay through the evening and at weekends rather than simply commute through it.

Eden Dock answers that shift directly. It is the first section of a wider public realm programme intended to give Canary Wharf what a 1980s masterplan never provided: usable, sociable, water-level public space rather than hard-edged quaysides designed to be walked past rather than sat in. Canary Wharf Group has described the wider ambition in ecological terms as much as social ones. Chief executive Shobi Khan has called Eden Dock “a best-in-practice global example of how we can support biodiversity gain in cities,” and London’s Deputy Mayor Jules Pipe CBE described it at launch as “a nature-led placemaking scheme which shows how we can be more ambitious in shaping public spaces.”

The ecological figures back the ambition up. Greengage’s post-occupancy assessment recorded a 55.37 per cent uplift in ecological value against the site’s previous condition, equivalent to 1.49 biodiversity net gain units, alongside a predicted doubling in the site’s ecosystem service value and a measurable reduction in local urban heat island effect. For a site that was previously a hard-edged, largely inaccessible stretch of dock wall, that is a significant shift in what the water is doing for the district around it, independent of how it looks.

Nature Rising, and what has changed since the launch

Canary Wharf Group marked Eden Dock’s opening on 2 October 2024 with a temporary programme built around the dock rather than around any single building. Nature Rising, a trail of twenty-one life-sized and larger figures hand-crafted from sphagnum moss and dried flowers, was created by the topiary specialists Agrumi working with the design studio Sister London, and installed along a route running from Jubilee Park to the floating gardens. The figures were conceived to be temporary, and Canary Wharf Group has said they will eventually be rehomed permanently across the wider estate. Alongside them ran a photography exhibition at One Canada Square, live performances under the banner Dockside Sounds, and Wharf Farm, an indoor micro-farm in Jubilee Place mall growing produce for cooking demonstrations and donating surplus to the Felix Project.

The most significant development since that launch has been in the water itself. In June 2026, the open-water swimming operator Sea Lanes, which already runs the UK’s first National Open Water Swimming Centre, opened a 50-metre floating natural swimming pool within Eden Dock, fed directly by the dock’s own water and rated Excellent under EU bathing water standards. It offers six lanes, saunas, changing facilities and a programme that will extend to paddleboarding and open-water events. Sea Lanes managing director Ross Gilbert has described the pool as “a stepping stone that would encourage more people to get into open water swimming,” a fair description of what Eden Dock has become more broadly: not a finished object, but a piece of infrastructure other projects can now build on.

Eden Dock has since been recognised by the New London Architecture Public Spaces category and the Landscape Institute Awards in 2025, shortlisted for a Pineapple Award at the Festival of Place, and highly commended for the RIBA MacEwen Award in 2026, alongside a Civic Trust Award and an AIA UK Excellence Award the same year.

What it gives Canary Wharf now

Walk the boardwalk at Eden Dock and the ecology is what registers first: the floating islands thick with planting, the bird boxes fixed into tree branches, the water noticeably clearer than a dock basin of this age has any obvious right to be. The engineering that makes the whole thing resilient is the part a visitor is never meant to notice, which is generally a sign that it has been done properly. A dock built to stop water moving now uses a small, carefully managed version of that same movement to protect the district around it from the weather.

That is the argument Eden Dock is quietly making about Canary Wharf as a whole. The estate spent forty years being extremely good at one thing, moving finance workers in and out of towers at speed. Eden Dock, and the swimming pool that has since floated onto its surface, are the first pieces of a public realm built for staying rather than passing through.

Final thoughts

The easy version of this story is a corporate developer discovering biodiversity: a finance district plants some trees, calls in a well-known charitable brand, and photographs the result well. Eden Dock has all of those ingredients, and the more interesting decisions sit underneath the planting rather than on top of it.

What Howells, HTA Design and Arup have actually done is take a piece of infrastructure that was engineered two centuries ago to defeat the tide, and taught it to move again on their own terms, for a reason the original dock builders never had to consider. The forty-two trees and the seventy to eighty species of understorey planting are the part everyone can see. The 30 centimetres of daily water movement, and the metre it can rise in a storm, are the part actually doing the engineering.

Eden Dock is a floating landscape built on a basin that was designed, at enormous historical expense, never to float anything unpredictably. Two hundred years later, that is precisely what makes it work.
